What is PMKVY? – India’s Flagship Skill Development Scheme

In a rapidly evolving economy, the bridge between potential and opportunity is skill. Recognizing this, the Government of India launched its flagship skill development scheme, the Pradhan Mantri Kaushal Vikas Yojana (PMKVY), aimed at empowering the nation's youth with industry-relevant training to enhance their employability and productivity.

What is PMKVY?

PMKVY is a competency-based skill training scheme that rewards candidates with monetary incentives upon successful completion of training and certification. The primary objective is to encourage and promote skill development across the country by providing free, short-duration skill courses and yielding a skilled workforce that aligns with the demands of both domestic and global job markets.

Key Objectives of PMKVY

The scheme is built on a foundation of clear, targeted goals:

  • To Promote Skill Development: Encourage youth to take up industry-relevant skill training that will help them secure a better livelihood.

  • To Enhance Employability: Equip individuals with skills that are actually sought after by employers, reducing the skill gap.

  • To Reward and Certify: Provide monetary rewards and government-recognized certificates to candidates who successfully complete approved training programs.

  • To Boost Productivity: Create a workforce that is not only employable but also highly productive, contributing to the nation's economic growth.

Key Components of PMKVY

PMKVY is implemented through two main components:

  1. Centrally Sponsored Centrally Managed (CSCM): This component is 100% funded by the Ministry of Skill Development and Entrepreneurship (MSDE) and implemented by the National Skill Development Corporation (NSDC). It focuses on providing short-term training across the country.

  2. Centrally Sponsored State Managed (CSSM): This component is implemented by State Skill Development Missions (SSDMs), allowing states to have a greater say in aligning the training with their local economic needs and priorities.

Furthermore, the scheme is executed through:

  • Short-Term Training (STT): Provides skill training to school/college dropouts or unemployed individuals, with training partners affiliated with PMKVY.

  • Recognition of Prior Learning (RPL): Individuals with existing skills or experience are assessed and certified, giving formal recognition to their informal learning.

  • Special Projects: Creates a platform for training in special areas and/or premises of government bodies, corporates, or industry bodies.

  • Kaushal and Rozgar Mela: These are mandatory events organized by training partners to provide placement opportunities and community engagement.

Who Can Benefit from PMKVY?

The scheme is designed for Indian nationals who are:

  • School or college dropouts.

  • Unemployed youth.

  • Individuals with prior learning experience (for RPL).

There is typically no fee for the training under the STT component, making it highly accessible.

The Impact and the Road Ahead

Since its inception, PMKVY has trained millions of candidates, playing a pivotal role in formalizing the skill ecosystem in India. It has not only provided a platform for skill acquisition but has also instilled a sense of dignity and confidence in the workforce.
